Albany detectives are investigating a reported sexual assault on Oakwood Street this past Friday morning.


Police were called to the 47 year old victim's house after a man knocked on her door and forced his way in when she answered it.


The victim told responding officers that at approximately 10:00 a.m. Friday she went to answer the door when someone knocked on it. When she did the man at the door said he was from Animal Control and he needed to speak to her about an animal control issue. When she opened the door slightly he pushed his way in, pushed her to the ground, punched her in the face and then tied her hands together. The suspect then sexually assaulted the victim.


The suspect, described as a white male, then left out the same door he forced his way in. No further description is available at this time.


The victim was taken to St. Peter's Hospital for treatment.


A complete canvass of the neighborhood was completed and the investigation is ongoing at this time.


Additional information:


The incident took place on Friday morning between 10:00 and 10:30 on Oakwood in which a white male 30's to 40's 6ft to 6ft 2 approximately 235lbs knocked on the victims door stating that he was from animal control. He pushed his way inside and assaulted the victim and stole money and medicine. The incident was reported a few hours later to the police. The detective office is now handling the case and any progress in the case will be forwarded. Just let neighbors to be alert when people are at their door unexpectedly and try to verify their identities .


Additional info... Suspect was wearing a red shirt , red baseball hat, tan colored scrub pant and possibly white tennis sneakers

are on the prowl in and around our hood.

Neighborhood residents must assume
primary responsibility for sending a
clear signal that our hood is off limits to
criminals.

Be observant. Look out your doors and
windows often, both day and night. Know
who lives on your block. Watch for drifters
who case the neighborhood, on foot, bike
and by car/truck, particularly on garbage
pick up night. Know who belongs in the
hood and who does not.

Burglaries have been occurring along
Whitehall Rd, since Dec 2.  Forced entries
through windows/doors. Jewelry targeted.
Afternoons mostly.

Middle school inmates and section 8
apartment dwellers likely perps working
with adults.

Adults use smaller, more slightly built
individuals to gain access through
windows, particularly basement windows.

If you are at work or away during the
day, have a senior neighbors keep watch
on your house/block. Instruct  them
on what to look for and what to do.

Much crime goes unreported. Recently
in broad daylight, a man went in to his
house, leaving his expensive mountain
bike in the side yard. When he came
out the bike was gone.

A senior neighborhood had observed
two perps case the bike and take off
with it. She did not call the man to
alert him so the theft might be averted
nor did she call the APD with a
description of the perps, immediately
after the theft. Had she, the perps would
likely have been apprehended, if the
APD responded promptly.

Two houses are for sale down the
block where 3 individuals, one white
two black, knocked an elderly man
to the ground, robbing him. Again
in daylight, on a busy street.

Remember, several years ago, all
neighborhood residents were drafted
into our neighborhood watch. This
neighborhood watch, like our Association
works when you do. Do your part!

Please look at your windows and doors and be sure they are secured properly. We are asking that even if they don’t appear to be occurring in your area, you follow the below listed Burglary prevention tips and read the attached flyer. In addition we would appreciate you helping us get the word out to your neighbors. EXTERIOR DOORS
· All exterior doors should be either metal or solid wood.
· For added security, use strong door hinges on the inside of the door, with non-removable or hidden pins.
· Every entry door should be well lighted and have a wide angle door viewer so you can see who is outside without opening the door.

LOCKS
· Strong, reliable locks are essential to effective home security.
· Always keep doors and windows locked. Even a five minute trip to the store is long enough for a burglar to enter your home.
· Use quality keyed knobs as well as deadbolt locks. Deadbolts can withstand the twisting, turning, prying and pounding that regular keyed knobs can’t.
· When choosing a deadbolt , look for such features a s a bolt that extends at least one inch when in the locked position, to resist ramming and kicking; hardened steel inserts to prevent the bolt from being sawed off and a reinforced strike plate with extra long mounting screws to anchor the lock effectively .
· Use security glazing or plexy style glass to cover glass panels that are within 40 inches of a lock. This will keep burglars from breaking the glass to reach the inside of a door lock.

SLIDING GLASS DOORS
· Sliding glass doors can offer easy entry into your home . Improve security by :
· Install a keyed locking device that secure the door to the frame ..

· Ad just the track clearances on the doors so the y can’ t be pushed out of their tracks .
· Put a piece of wood or a metal bar in the track of the closed door to prevent the door from opening even if the lock is jimmied or removed.

WINDOWS
· Most standard double -hung windows have thumb- turn locks between the two window pane l s . Don’ t rely on these they can be pried open or easily reached through a broke pane .
· Install keyed locking devices to prevent the window from being raised from the outside , but keep the key near by in case of an emergency.
· Pin your windows . Drill an angled hole through the top frame of the lower window partially into the frame of the upper window. Then insert a nail or eye bolt . The window can’ t be opened until you remove the nail . Make a second set of holes with the window partly opened so you can have ventilation without intruders.

LIGHTING

· In door lighting gives the appearance that a home is occupied. Use timers to turn lights on and off at preset times .
· Use outdoor lighting to eliminate hiding places . Install lighting near all entrance ways to your home .
· Install dusk to dawn sensors to eliminate forgetting to turn on lights .
· Use motion sensor lighting in dark areas around home .

KILLING ON MORRIS ST

The victim from last night’s stabbing died early this morning at Albany Medical Center as a result of his injuries. Arthur Bell, 20 of 112 Morris Street, was pronounced dead shortly after midnight.

Bell was stabbed in the chest and back during an altercation with another man at 6:30 p.m., while in front of 118 Morris St. The suspect, who was familiar to the victim, fled the scene after the stabbing. He has been identified but not located at this time.

The preliminary investigation determined that the two men were involved in an argument on the street when the suspect stabbed Bell in the chest and back with a knife. Bell collapsed to the ground after the incident as police and fire units arrived.

Bell was transported immediately to Albany Medical Center for treatment and died this morning. An autopsy is scheduled for later this afternoon.

Neighborhood Association Presidents and addressees, Please read and forward to your members, employees and security staff. the below listed information and safety tips in reference to a recent spike in larcenies from vehicles. Over this past week we had a series of larcenies from vehicles in the Pine hills and surrounding areas. The vast majority of these were from unlocked vehicles.

In addition to the below prevention tips. I would like to remind everyone as the weather becomes warmer. We must remain diligent with respect to closing and keeping locked garages and sheds when not in use! If you are using windows to let the fresh air in your home. Be sure to use the safety pin so the window can not be opened more than 6”. If you have not already done so, buy a good lock for your bicycle and please register your bicycle with the Police Department. You can do this by coming to any police station and filling out a quick information card. Take care and enjoy the nice weather!

Theft Prevention Tips
 Lock Your Car. Most thieves will try multiple car doors to look for one that is unlocked to steal out of.
 Don’t Hide a Second Set of Keys in Your Car. They don’t serve a purpose and if a thief gets in your car they could steal it.
 Park in Well-Lighted Areas.
 Park in Attended Lots. Auto thieves do not like witnesses and prefer unattended lots.
 Close Your Car Windows When Parking. Don’t make it any easier for the thief to enter your vehicle.
 Hide Your Valuables. Don’t make your car a more desirable target for thieves by leaving valuables in plain sight.
 Make The Interior of Your Car Look The Same Way It Did When You Bought It. Clean out the visible change in the center console and anything else that is in plain view from the outside of the car. One dollar in change is enough for a thief to break into your car.

Fuel Kill Switch. A valve that cuts off the fuel supply to the vehicle .

Floor board Locks. Devices that disable the gas or b rake pedal .
Gear shift Locks . Disable s shifting o f the transmission.
Ti r e /Wheel Locks . Prevents the vehicle from moving.
Hood Locks . Prevents thieves from gaining access to your security system and battery .
Locking Wheel Lug Nuts .They are inexpensive and c an de t e r a thief from stealing your wheels . You only need one per wheel . Don’t leave the key visible in your car.
Removable Face Stereo Unit .The control pane l o f the s t e r e o comes off to be taken with you. This makes the stereo inoperable without it.
Locking Fuel Ca p. The high price of fuel has made it a hot commodity.
VIN-Etching. Have al l the glass in your vehicle etched with the VIN number to deter cars t ripping.

Broken Windows of Vehicles

Since Saturday, March 13th, there have been a number of incidents involving broken windows on vehicles. In all of the incidents, windows were broken, and in (9) of the incidents various electronic items were stolen. In (2) incidents, the methods of breaking the windows were determined to be a brick and a sparkplug. In (2) of the incidents suspects were described as 2 black males, 14-15 years of age, approx 5'4" and 140 lbs. Most of the incidents occurred during the evening hours.

Vehicle Safety Tips
ü When parking your vehicle, be certain to lock your doors and windows.
ü Secure your valuables. Thieves are frequently attracted to items such as GPS Systems, IPods, Cell Phones, Loose Change in Holders, Laptop Computers, etc. that are left exposed in a vehicle.
ü When possible, please take any valuables with you.
ü During night hours, please be certain to park your car in a well lit area.
ü Have your key ready when you go back to your car.
ü Do not leave your car running and unattended!

The Park South urban renewal project
disperses the blight and blighters up the
New Scotland Avenue corridor into the
9th, 8th and 14th wards.

This further erodes the city property tax
base by driving homeowners to sell and
move out.

Notice all the 4 sale signs?

The rational way to renew the city is to
stabilize the uptown residential
neighborhoods which are the city property
tax base, and work downtown securing one
neighborhood after another.

Contain and eradicate blight neighborhood
by neighborhood, starting with saving the
uptown residential and property tax base.

This is not unlike the surge strategy employed
by the U S military in Iraq, and now in
Afghanistan.

Are we not fighting a war on blight and
associated crime on the homefront?

Why are there no meetings of the Mayor's
Task Force to select a new Albany City Police
Chief being held uptown?

Uptown residential neighborhoods pay the
lion's share of the property taxes that support
the police fire department and city schools.

The Uptown neighborhoods provided the
Mayor with his margin of reelection votes.

Are we being taken for granted?

As uptown residents say nothing - they will get
nothing in return for their tax dollars.

UPDATE ON CAR THEFTS

Officer Romand and the APD are doing
a fine job keeping us up to date on crime.

Below is today's update on auto break-ins.
Note this list includes, incidents from the
prior advisory plus lates incidents in
August.

You will observe that the incidents are
moving to our hood. Most likely, because
thieves are aware of increased police
presence in areas of earlier thefts.

So, the thieves move into our hood.

The police can not be everywhere at
every hour of day and night.

Prevention of these, and other, crimes
is our responsibility. Be alert, observant
follow the theft prevention tips included
in the advisory below, and involve
family members and neighbors in
working together to prevent car/home
break ins, grand theft auto, home
invasions, assaults and vandalism.

Same goes for preventing terror
attack incidents.

It appears the items of choice are Satellite stereo equipment and GPS units, but the larcenies are not exclusive to these items. Daytime Thefts from MV in the area of Central Av- August 20, 2009.
Recently there has been an increase in thefts from MV in the area of Central Av. These incidents have occurred in the daytime hours. They have generally been between the hours of 10am and 5pm, with some exception on the end time. The majority of the incidents have involved a broken window. The property taken has ranged from money to electronics.

Theft Prevention Tips
Lock Your Car. Most thieves will try multiple car doors to look for one that is unlocked to steal out of.
Don¡¦t Hide a Second Set of Keys in Your Car. They don¡¦t serve a purpose and if a thief gets in your car they could steal it.
Park in Well-Lighted Areas.
Park in Attended Lots. Auto thieves do not like witnesses and prefer unattended lots.
Close Your Car Windows When Parking. Don¡¦t make it any easier for the thief to enter your vehicle.
Hide Your Valuables. Don¡¦t make your car a more desirable target for thieves by leaving valuables in plain sight.
Make The Interior of Your Car Look The Same Way It Did When You Bought It. Clean out the visible change in the center console and anything else that is in plain view from the outside of the car. One dollar in change is enough for a thief to break into your car.
Plug Auxiliary Power Outlets. Thieves will think that there are electronic devices in the car if they see open power outlets .
Report Suspicious Activity. People looking into or trying the door handles on vehicles .

Alarm Systems .Security systems that make loud warning sounds and flash the vehicle¡¦s lights to attract attention t o the vehicle .
Ignition Kill Switch. Disables the power to the s tarter of a vehicle until a hidden switch is activated.
Fuel Kill Switch. A valve that cuts off the fuel supply to the vehicle .
Visible Steering Wheel Lock. Pr e -vents the steering wheel from being turned .
Floor board Locks. Devices that disable the gas or b rake pedal .
Gear shift Locks . Disable s shifting o f the transmission.
Tire/Wheel Locks . Prevents the vehicle from moving.
Hood Locks . Prevents thieves from gaining access to your security system and battery .
Locking Wheel Lug Nuts .They are inexpensive and can deter a thief from stealing your wheels . You only need one per wheel . Don¡¦t leave the key visible in your car.
Removable Face Stereo Unit .The control panel o f the stereo comes off to be taken with you. This makes the stereo inoperable without it.

VIN-Etching. Have al l the glass in your vehicle etched with the VIN number to deter cars t ripping.

Daytime Thefts from MV in the area of Central Av- August 12, 2009.

Recently there has been an increase in thefts from MV in the area of Central Av. These incidents have occurred in the daytime hours. They have generally been between the hours of 10am and 5pm, with some exception on the end time. The majority of the incidents have involved a broken window. The property taken has ranged from money to electronics.

On 08/09, there was a criminal mischief reported on 439 Hamilton. Two suspects broke the window of a vehicle, but were scared away by a complainant before taking anything. The suspect description for one for them was B/M, 25yoa, 5’10” 180 lbs.

neighborhood, including bank
and ATM robbers, vandals, flashers
and thieves.

We rid the neighborhood of the gang
that was rolling elderly women at
the plaza market , and state workers
downtown, some years back.

Recall the trash piled high in the
streets, and litter, at the absentee
owned apartments?

Now, it is all coming back, and
much more. De ja vue.


Dude wants to open a hip hop dance club
in that portion of Crestwood Plaza that was
formerly part of food market.

Just what we don't need in our hood!

If APD can't maintain a presence in our
hood, it may be time to recruit and train
a neighborhood auxiliary force of resident
volunteers to back up the APD and Fire Dept
especially in times of
disasters, terror attacks and civil disorders.

Keep in mind that most of the Albany police
and firefighters live outside the City of Albany.
Like Katrina, they won't be here with us
when disaster or a terror attack occurs. They
will , naturally, be home taking care of their
own families.

Governor Pataki closed the New Scotland
Avenue Armory. The troops and tanks are
gone.

We will be on our own and must be prepared
to deal with that reality.

Neighborhoood residents don't buy it!

Tire slashings, vandalism, graffiti, home
and car breakins, knife point robberies
grand theft auto incidents, bank and ATM
robberies, flashers, hookers, prowlers
in your face drifters, pan handlers, homeless
persons, drug dealers, hit and run incidents
speeding vehicles, running stop signs and
traffic lights, passing school buses
groupies occupying single family zoned
dwellings, fish poachers in Pond Park
and more, all in our hood in recent
days, nights, weeks and months.

Our neighborhood needs a constant police
presence to deter crime and control speeding
vehicles on neighborhood residential streets.

OFF LIMITS TO PERPS

Several years ago, we had some crime problems
in our neighborhood, most notably daylight
muggings of shoppers at the Crestwood Plaza.

Your neighborhood association worked with
the APD to break a ring that was preying on
our residents and state workers downtown.

Notice was served that all neighborhood
residents were drafted for our neighborhood
watch.

Residents were advised to get up from their
tv's, look outside , keep an eye on their
immediate blocks, and report any suspicious
actors or activities to the APD and/or state
anti-terror hotline.

When you are out and about, driving
taking a stroll, walking the dog, biking
or jogging...carry your cell phone with

The recent TU story only highlights that
our neighborhood has scant police
presence, making us vulnerable to
daylight home break ins, and after dark
vandalism, thefts, robberies and assaults.

The perps know this. They can be seen
scouting our hood...if you will only observe.
And act when you see them.

We are on our own when it comes to public
safety and emergency/disaster preparedness.

We are the eyes and ears of the APD. Contact
them as necessary.

The APD must have a more effective presence
in our neighborhood to deter criminal activity
and to control traffic flows/speeds on our
residential streets.

Such a police presence is essential to
maintaining and improving the residential
integrity and quality of life in this, and other
city neighborhoods Uptown.

If uptown goes down, so will the City of Albany.

Members of Operation Impact, the mounted and motor cycle patrols

emergency/disaster preparedness.
