ZONE THIS

Two media outlets decided to
cover an issue pertaining to
zoning in the Buckingham Pond
Crestwood Neighborhood.
(See discussion below)



The BPCNA is a large single
family zoned residential 
neighborhood that pays the
lions share of the property 
taxes that support city
schools and city government
services.

The BPCNA boundaries are
Western Ave, Rte 85/ NYS 
Thruway-Whitehall Rd
South Manning Blvd.

This neighborhood is so
zoned to protect  home
values, which in turn
allows the City to gain
a higher property tax
return to keep city schools
and city services operating.

Uses that would negatively
impact these neighborhood
values are not permitted.

The Family Promise plan is
to use Bethany Reformed
Mater Christi and St Sophia's
Churches to serve homeless
"families" with Bethany 
being the hub.  The program
involves injecting homeless
populations and services into
a prime  single family residential 
neighborhood where there
are no homeless. This is 
not a permitted use in this
R1B zoned neighborhood.

Family Promise and Bethany
quietly filed their application
for a variance without notifying
and talking it over, with 
neighborhood homeowners.

The City BZA notice of the
public hearing on Family
Promise's Application
arrived only to homes
located within 250 feet of the
Bethany Church.

The Notice arrived in the
afternoon mail roughly
four hours before the BZA
hearing on February 11.

I called the Mayor's office
and demanded the Family
Promise Application be
withdrawn or denied.

The Notice was not timely
and any BZA action could
have been legally voided.

It was withdrawn from
the Feb 11, BZA hearing
agenda

The question posed in
the Notice is too narrow.
The Family Promise
Application impacts the
whole BPCNA and 
adjacent single family
residential neighborhoods
as well as support for city
schools and city government
services.

The proper question should
be what would the impact
of approving FP on home 
values and support of city
schools/services?

Family Promise and Bethany
Church erred in not coming
to the neighbors first to get
our reaction to their plan.

The Ministry of any church
is, first, to the neighborhood in
which it is located.

Most of Mater Christi's
congregation comes from
the BPCNA neighborhood.

In contrast, the majority
of the congregations of
Bethany and St Sophia's
do not.

Family Promise and Bethany
then scheduled a meeting
to promote their application
at 5:30 pm Monday 23
February at the church.

Not a convenient time
for working homeowners
on a night when freezing
temperatures and ice
prevented senior home-
owners from attending.

I discovered that the
BZA put the Family Promise
Application back on the
BZA hearing calendar
for Feb 25,

I contacted 8th Ward 
Alderman, Jack Flynn
and asked that he request
that the BZA hold the
hearing on March 11
in the neighborhood at
a time, date and location 
in the neighborhood to
allow all concerned
neighborhood residents
to be heard.

The BZA rescheduled
the hearing for March
11, but the date ,time
and location do not 
provide for maximum
participation of neigh-
hood residents.

We are requesting that
said meeting be held
on date and time at Mater
Christi to provide for
maximum participation 
of all concerned residents
of the BPCNA as well as
adjacent single family
zoned neighborhoods.

We recommend the
Family Promise Application
for a homeless program be
withdrawn or denied.

Family Promise is located
on Clinton Ave where the
zoning does not require a
variance. 

This location, and others
in downtown contain 
numerous suitable places
for Family Promise to
conduct their homeless
program. 

A downtown location is
where most of the homeless
may be found and this
population has better
access to the services they
require there.

slanted, inaccurate and attack
article which appeared on the 
Times Union front page 2/26/15
which is designed to evoke
emotional support for the
Family Promise homeless
plan.

Churchill interviewed me 
by phone  2/25/15

I answered his questions and
explained the reasons for and
how approval of  the Family
Promise App would have a
negative impact on home
values, the city budget and
support for city schools and
city services. But, it was clear
to me that Churchill was acting
as an advocate for Family
Promise and Bethany.

I asked him, in the interest of
fairness, to cite my website
address, which contains  a
series of posts which provide
links to sources that document
what is at play here.

Sadly, the link to my website
was excluded from Churchill's
article.

I invited Churchill to come
over my house and we could
discuss the FP plan in depth
and tour the neighborhood.

Churchill did not respond
to my offer.
 
But a nice promo picture
of two charming ladies
appeared on the front page
in front of the Bethany
parsonage.

act.

The agenda to fundamentally
transform America has come
down to every single family
residential zoned neighborhood
in the City of Albany and
the Towns of Albany County.

Family Promise is already in 
Albany where homeless are.

Who are these homeless?
From where do they come? 

Are they, will they be ,the
illegal aliens  that the
President aims to distribute
everywhere, if  Congress
fails to block his unlawful
executive amnesty order?

Why put them in this hood?

Answer-this is all part of
the HUD take over of local
zoning to socially engineer
the demographic, income
characteristics of  urban
and suburban neighborhoods.

Building high rise, subsidized
low income housing in this
and similar hoods is next.

The motive behind this
grand HUD scheme is
political control.

Dependent populations
who live in assisted housing
will vote for the party that
places them there.

Our single family residential
zoned neighborhood pays

and city services that 
enable dependent populations
to enjoy living in Albany.

Approval of  the Family Promise
Application will result in-

More flight from our hood
devaluation of the homes
of those who stay, higher
property taxes  for them
and a  negative impact on support

Albany will be on the fast
track for becoming Detroit
on the Hudson.

There will be no winners
only losers.

The Family Promise

A decent audience of good
people who wish to do good
but are totally uniformed
and in denial of how the
Family Promise Application
will negatively impact our
neighborhood residential
integrity/life quality, home
values, the city property tax
base, city schools and city
government services.

The presentation was less
than honest, but the believers
swallowed the bait, the timid
were silent ,accept for a few
who raised objections and
doubts, that did not penetrate
closed minds.

So where to from here?

The City BZA will have a
hearing on the Family Promise
Application at 5:30 pm, March
11, Albany City Hall.

The time and location are
not convenient for full
participation of  concerned
residents of this very large
single family zoned residential
neighborhood that pays the lions
share of property taxes that
support city schools and city
government services.


5:30 pm is when most residents
are commuting home or making
supper.

Parking is inadequate to 
accommodate more than a
few cars.

The neighborhood of City Hall
is less than safe after dark.

The Council Chamber public
seating sector is very small
often filled with proponents
or opponents of other items
on the BZA agenda.

Residents of the Buckingham
Pond Crestwood Neighborhood
bounded by The NYS Thruway
Rte 85, Western Ave and South
Manning Blvd, and residents
of adjacent single family zoned
residential neighborhoods can
make their voices heard by

AT BETHANY

Every night the brilliant light
of the dual billboard in front
of Bethany Reformed Church
760 New Scotland Avenue
Albany has lit up the darkness
for several years.

Friday night and Saturday
morning the brightly lit
billboard was dark.

Is this to conceal the Notice
posted on the Bethany
Billboard that the church
is hosting a meeting 5:30 pm
Monday, February 23 to
promote it's partnership
with Family Promise of
the Capital District? 

Sure the billboard can be seen
in the light of day, but rarely
noticed from cars speeding by
on New Scotland Ave.

No doubt this is a promo
event that will be stacked
with supporters of the
City administration and
others,  who tried to sneak
the Family Promise plan
to house homeless in
neighborhood churches
throught the City BZA
at their Feb 11 meeting, 5:30
pm.

Only a few neighbors received
Notice of the meeting in the
afternoon mail that day, four
hours before the meeting.

Most likely never got home
from work and opened their
mail, after supper, after said
BZA meeting was history.

Your neighborhood
association sounded the alert
and demanded the BZA
table and withdraw the
Family Promise Application
from the BZA agenda that
meeting.

This was done. However
the City and participating
religious institutions are not
about to give up on this grand
scheme which  will transform
our neighborhood.

Why? Too much money in
the form of generous HUD
block and other grants which
are needed to keep a cash hungry
city government and dying
churches fiscally afloat.

The Monday, Feb 23, 5:30 pm
meeting will be stacked with
supporters of this plan which
is part of the grand  agenda
transform America, right 
down to your neighborhood
and block,

You can keep your neighborhood
residential integrity and quality
of life, your home and your property
taxes won't increase a dime.

That is the  hollow promise of
those behind the Family Promise
plan.

Sound vaguely familiar like
the promises made to push
Obamacare? How did that
work out for you?

You can expect that the
stacked meeting will have
media coverage, aimed a
setting the stage for approval
of the Fmily Promise Application
March 11, 2015 BZA hearing
5:30 PM at City Hall.

Demand that  the BZA
hold the hearing here 
the neighborhood a
Mater Christi or St Sophia's
which have larger spaces
to provide for maximum
participation of concerned
residents  of the Buckingham
Pond Crestwood, and adjacent
single family zoned residential
neighborhoods - at a date and
time in March or April that
will afford the opportunity for
all concerned to voice their
opinions.

Family Promise promises
to fundamentally transform
your neighborhood residential
integrity and quality of life.

Your local zoning will be
overridden by HUD which
will build subsidized low
income (high rise) housing
in your hood as part of the
stated plan to socially engineer
the socioeconomic and political
character of this and every 
neighborhood in every City
and Town in Albany County.

That is the family Promise.

Unintended consequences
will be the destruction of
the City property tax base
which will negatively impact
support for city schools and
city government services.

People will flee the city and
Albany will become Detroit
on the Hudson.

Make your voices heard
loud and clear now, before
you join the ranks of the

amounts to takeover of local
zoning for socioeconomic
and political purposes, including
resettlement of tens of millions 
of illegals who have invaded
our land -  all part of  the
grand transformation scheme
utilizing amnesty.

Your city government is
complicit in this.

Now, it appears your local
churches and synagogues
are complicit in this grand
transformation scheme.

Billions of dollars of HUD
money will be lavished upon
local governments and
religious entities/organizations
in the form of block and
other federal government
grants  to local governments
and religions institutions
who aid and abet this grand
transformation scheme. 

Become informed, begin
by reading posts on this 
website since December 2014
through the present.

Research other sources as
well.

Take action now.

Contact Bethany Reformed
Church, Mater Christi and
St Sophia's.  Ask that they
withdraw support of and
participation in the Family
Promise  scheme.

Contact the Albany City
BZA and demand that this

permanently  and not
reappear on any subsequent
BZA agendas.

Should the BZA ignore our
requests - the BZA shall hold any
hearing on the application at

We all know the game how
applications like this are
pushed through -
hold hearings
at a time when workers are at
work, commuting home or
preparing/eating supper -

in the crowded Common Council
Chamber public section which
has already been stacked with
other interest groups, so 
concerned neighborhood residents
can't even get in the chamber.
