The Buckingham Pond/Crestwood Neighborhood Association (BPCNA) was established in the mid-1980's.
Joseph P Sullivan organized the Association and has served continuously as President.
BPCNA Boundaries: (N) Western Ave, (E) South Manning Blvd, (S) NYS TW (Whitehall Road)

(1) To protect, maintain and improve the residential integrity, environment and quality of life in this
(2) To interact with city, county, state and federal governments, public and private schools/colleges
churches, synagogues, and neighborhood businesses to achieve the above goals.
(3) To interact , and cooperate, with other neighborhood groups, regarding issues of mutual concern.
ASSOCIATION ACHIEVEMENTS: are many. Just a few include: Rezoning Albany Muni Golf Course
and Buckingham Pond/shore as Land Conservation (Park Land) in 1994. Defeat of two attempts to site a big box store Krum Kill Rd at New Scotland Ave(1999-2000). DEC clean up of Boopsie Brownfield site, corner of Whitehall Rd and New Scotland Ave,( 1997-98). Defeat of two attempts to site a third middle school in the
neighborhood (1999-2000). Restoration of Crestwood Plaza as a neighborhood retail-service center (1997-2004). Creation of Conifer tree buffer and 1 acre greenspace at Buckingham Mews NE corner of New Scotland Ave and Krum Kill Rd, and green space at SW corner of South Manning Blvd and New Scotland Ave (1980's). Defeat of two attempts to rezone residential dwelling ,NW corner of South Manning Blvd and New Scotland Ave ,as commercial (1995-96). Defeat of two attempts to site a 100 ft cell phone tower in an R-1B
residential zoned neighborhood on Whitehall Rd (2004-2005). Defeat of proposed 12 story apartment tower and parking garage on 7.5 acre wooded parcel,containing 2 small wetlands and a tributary of the Normans Kill,
located on Krum Kill Rd (2004).
ASSOCIATION OBJECTIVES for 2006.
1. To increase police presence in the neighborhood and to work with the APD to protect public
safety in neighborhood homes and on streets. This includes citizen participation. Every resident
is a member of the neighborhood watch. Our neighborhood is served by the West Station on
Washington Ave Ext. call: 458-9148. Be sure to call BPCNA at 438 5230 as well, when you
observe suspicious behavior or happenings.
2. To promote Emergency/Disaster Preparedness by individual households, churches, synagogues,
schools, institutions and businesses in the neighborhood, so that we are prepared to cope with
natural or man-made disasters or terrorist attacks that may come our way in the days ahead.
Be alert, observant, and anticipate. Be prepared. Do not expect government will save you. We
are on our own and must expect to be able to fend for and protect ourselves, our loved ones and our

Possible targets? Roads, bridges, schools, hospitals, churches, synagogues, gas stations
utilities, including water, sewer, electric, gas and telephone lines.
3. To reduce excessive dumping of road salt and improve city snow plowing and removal on
neighborhood streets. Use sand and slow down in bad weather.
4. To reduce commuter traffic on neighborhood streets and strictly enforce speed limits.
Promote improved mass transit and park N ride, staggered shifts/classes alternatives.
5. Creation of the Daniel P. O'Connell Senior housing/Neighborhood Community Center/Memorial
Pocket Park corner of New Scotland Ave at Whitehall Rd and adjacent 8-10 acres.
6. Creation of 23 acre neighborhood green belt bordered by Krum Kill Rd, Crescent Drive, Rte 85
and NYS TW. The City already owns the Western 10 acre parcel. The owner of the landlocked
5 acre parcel will sell, favoring green belt dedication. This parcel can be obtained with a match-
ing grant from the NYS Dept of Parks. The remaining 7 acre parcel fronting on Krum Kill Rd &
New Scotland Ave (between the two gas stations) can be acquired by compensating the owners
by means of a TDR arrangement.
7. Improvement of Buckingham Pond Park water quality, landscaping, footpaths and lighting.
Fencing, cleanup and landscaping dangerous, polluted holding pond at corner of Davis Ave
and Berkshire . Reducing runoff from road salt, toxic lawn chemicals, fertilizer, dumping of
yard wastes and trash in park. Zero tolerance for graffiti, vandalism, litter and failure to clean up
after dogs. Increased police presence to combat drug use and trafficking in the park.
8. Rezoning 7.5 acre wooded ravine parcel on Krum Kill Rd, containing two small wetlands, a tribu-
tary of the Normans Kill, and Indian campground artifacts as a natural area. Compensating
owner-developer through means of a TDR arrangement.
